One of our newspaper columnists came up with a bright idea for achieving two purposes at once.

British society (in common with many others in the Western world) is facing a worrying rise in youth crime. Many young people have no jobs, no purpose in life. They have plenty of energy, but not much money and no chance to do and enjoy the kind of things they see on the television. So they turn to crime – and become hard-working experts at all kinds of skills, both physical and mental. We do not, it seems, have very much idea as a society how to cope with this problem. Labelling such people as criminals, and locking them up, doesn’t seem to be doing much good...
